What's in a Name?
During Prohibition, St. Paul earned the nickname "Crooks Haven" when the city’s police chief allowed notorious gangsters to lay low—if they checked in, made a "donation," and kept crime outside city limits. (Sorry, Minneapolis.)
The "Ghostly" twist comes from the Wabasha Street Caves, a famed gangster hangout rumored to be haunted. Legend tells of a waitress serving gangsters who vanished after a mysterious murder. Some say their spirits still dance in the caves, lingering in St. Paul’s most haunted halls.
